Dr. Carolyn V. Atkins - another freedom fighter lost

September 21, 1930 - September 23, 2012

Dr. Carolyn V. Atkins, age 82, of Jefferson City, Missouri, passed away Sunday, September 23, 2012, at the Oak Tree Villa Nursing Center in Jefferson City. She was born September 21, 1930, in Saint Louis, Missouri, and was preceded in death by her parents Eva Vaughn and Attorney George L. Vaughn, a prominent civil rights attorney and state Democrat party official. A brother who was also an attorney and a sister likewise preceded her in death.

Dr. Atkins had an extensive career in social services including employment with several Saint Louis and metro eastern Illinois agencies in addition to working as a Psychological Examiner for the Saint Louis Board of Education. In 1971, she was employed by the Missouri Department of Corrections as Superintendent of the Tipton Correctional Center for Women in Tipton, Missouri. Following this experience, the governor of Missouri appointed her to serve a term as the first woman and first African American member of the Missouri Board of Probation and Parole. She served there from 1978 to 1984 with service as board Chairperson from 1978-1981. In 1985, Dr. Atkins joined the faculty of Lincoln University in Jefferson City as an Assistant Professor Criminal Justice retiring in 2002 as a tenured full Professor of Criminal Justice.

She was an active member and officer of Union Memorial United Methodist Church in Saint Louis and later served in numerous capacities at Quinn Chapel AME Church in Jefferson City where at the time of her death she was a Steward Protem which is the highest lay appointed office in the church. Additionally, Dr. Atkins was a devoted member of the Delta Sigma Theta Sorority including service as president of the Jefferson City Alumnae chapter of the organization.

From 1978-1981 she was state president of the National Association of Blacks in Criminal Justice and served on the Missouri Corrections Association board of directors from 1996 to 2001. On the national level she was elected to several leadership capacities with the American Corrections Association. Locally, she was a member of the Capital Region Medical Center Board of Governors and the Institutional Review Board of the medical center. In 2006, the Zonta Club selected her from 16 nominees for one its two Women of Achievement awards for her outstanding civic and community contributions.

The visitation for Dr. Atkins will be from 10:00 a.m. to 12:00 p.m., Saturday, September 29, 2012, at Quinn Chapel AME Church where funeral services will be held at 12:00 p.m. with Rev. Cassandra Gould officiating. Interment will follow in Hawthorn Memorial Gardens. Expressions of sympathy may be made to the Quinn Chapel A.M.E. September 27th at 5:30 PM, best-selling author, Salon and Guardian
contributor, Glenn Greenwald will visit MU, conduct a book signing and
give a lecture titled “With Liberty and Justice for Some: The Two
Tiered U.S. Justice System.” Greenwald released a similarly titled
book this summer.

The event will be located at the MU Law School’s Hulston Hall (9th and
Conley in Columbia)–Room 7.

Glenn Greenwald will be the keynote speaker and will lead a panel
discussion.  The Unitarian Universalist Fellowship of Jefferson City
is one of the sponsors of this appearance.   This promises to be a
not-to-be-missed event.

Glenn needs no introduction to the Progressives in our community. His
criticisms of the our criminal justice system, NDAA, Attorney General,
Holder’s Department of Justice, the system of spy networks that have
been vastly expanded under the Obama Administration, the extralegal
killing of terrorism suspects, the continued operation of Guantanamo
Prison and the overriding of Habeas Corpus, are as devastating as they
are bipartisan.

A book signing (5:30) will precede the lecture (6PM) with a panel
discussion to follow (7-8).

Panelists include Eduardo Crespi, the executive director of Centro
Latino and Comedor Popular, or People’s Diner, of Columbia; Steve
Downs, the executive director of the National Coalition to Protect
Civil Freedoms; Amany Ragab Hacking, a St. Louis University law
professor and cofounder of the Council on American-Islamic Relations;
and Redditt Hudson, a program associate for the Eastern Missouri
American Civil Liberties Union chapter.

Date/Time: Thursday, Sept. 27. Book signing begins at 5:30 p.m.,
lecture at 6 p.m, and panel discussion at 7 p.m. to 8 p.m.

Crop Walk 2012

The CROP Walk is on October 7^th.  

It starts and ends at Lincoln University.  The 3 mile route takes walkers downtown, past several participating churches.  Last year we raised $10,000 for Church World Service to fight hunger.  Twenty-five percent of what is raised comes back to the local community.  

This year’s local portion will be targeted for the Buddy Pack program.  Anyone who wants to walk is more than welcome to just show up at 3:30 at the soldiers’ memorial.  Rev. David Henry at 1^st Presbyterian Church has packets of information and envelopes for collections.  Just go to the church to pick them up.  They’re open 9 to 4 Monday through Thursday, and Friday and Saturday mornings.

Spring 2013 – GSE to Central America  

The application deadline is looming for those interested in participating in the Group Study Exchange (GSE) trip to Central America in April 2013.  The District 6080 team will be comprised of one team leader and four (non-Rotarian) professionals who will represent the District, Missouri and the country, while promoting the mutual benefits that such an exchange can provide.

The GSE team will visit the four countries of District 4240 – Panama, Costa Rica, Nicaragua and El Salvador – from April 1 to 29, 2013. The month-long exchange will give team members the opportunity to learn about Central American culture and experience the practice of their profession during vocational days in District 4240.

GSE participants are often referred to the application process by active Rotarians who realize the life-long value that such an experience can provide.  If you know of someone between the ages of 25 and 40 who would make a good candidate, please refer them to the GSE page on the District web site –

I realized that I will need more time to absorb and synthesize the evidentiary hearing--it was quite overwhelming. (I have pages of notes!)  I will work over the weekend to present a report that captures the spirit and meaning of the week of evidence for those who could not be in the court room to share the full experience with us. Meanwhile, representatives of the Justice for Reggie Coordinated Campaign held a press conference this morning on the steps of the Carnahan Courthouse. We felt it was important that the sentiments of Reggie's parents and the reflections of our partners be the punctuation for the week. 

Bishop Reynolds and Vera Thomas expressed their gratitude to the Missouri Supreme Court, Judge Michael Manners, and Reggie’s legal team for their part in making such as hearing possible. They also thanked the organizations and many supporters who have stood by them on this journey. Both said it was the first time they felt their story was being heard. They expressed sympathy for the Kerry Family and hoped that they could be open to the new evidence heard for the first time in a court of law.

John Chasnoff, American Civil Liberties Union, pointed to the most recent criticism of the St. Louis Police Department's dismal record of addressing brutality complaints. Three of Bridge suspects all claimed their confessions were beaten out of them. Federal Judges Jackson and Webber have drawn attention to the department and Police Board's "tacit" support for the widespread practice of brutality. He also lifted up former prosecutor Nels Moss' falsifying the original police report from the interrogation of 

 

Rose Heulsmann, Missourians for Alternatives to the Death Penalty, echoed sentiments about the flawed death penalty system. She cited financial costs, low impact on deterring crime and the number of exonerations (140) as reasons the death penalty needs to be re-assessed. Her group plans to step up their efforts to repeal the death penalty in Missouri.

Adolphus Pruitt, President of the St. Louis NAACP, was direct in his comments about how those in power can sway public opinion and policy; they can also be instrumental in shaping a process or perverting a process. He saw little difference between Congressman Todd Aiken's redefinition of rape and Nel Moss's redefinition of justice.

Amnesty International was unable to have a rep present. The group has been a stalwart partner in raising Reggie's case to an international level.

When they announced that Clarence Thomas had stopped the electrocution of Troy, I could hardly breath.  Georgia unlike Missouri was hell bent on an execution regardless of the facts.  Our own Reggie Clemons is going to have some key evidence reviewed today in St Louis.  The American is covering the hearing, but apparently there is no live broadcast.  We will keep you posted through the day at @jcnaacp and on FB as to the developments.   Jefferson City NAACP

Skilled Trades Community Outreach Forum                       Sat, Sept. 15th from 10:00 am – 5:00 pm

Partnering with the Electrical Workers Minority Caucus (EWMC), the KCMO NAACP Branch, the KCMO Parks & Recreation Department along with  several other sponsors will host a forum to introduce and inform the community on entry-level requirements for twenty-one (21) + construction trades and labor jobs. Representatives from the KC Firefighters and Police Department will also be there.  This event will take place at the Brush Creek Community Center and the Spirit of Freedom Fountain, Cleveland & Emanuel Cleaver II Blvd, KCMO.  Register to vote and/or update your voting address. Food and beverages will also be served.  Encourage anyone and everyone 18 years and older to attend and gain this invaluable employment information from all of the building and construction trades under one roof at the same time!

Branch General Membership Meeting                    Tuesday, Sept. 18th at 6:30 pm

At 7:15 pm, Shelley McThomas, Democratic Director of the KC Election Board will present a forum entitled, “Voting 101: Bringing Voter Education to You”.  A Touch Screen machine will also be available for demonstration of actual voting.   This meeting takes place at the Brush Creek Community Center at Cleveland & Emanuel Cleaver II Blvd.  Members and the general public are invited, especially first time voters.

Branch business will take place from 6:30 – 7:15 pm.  The main agenda item will be an election of the Nominating Committee for the upcoming Branch Election of officers or at-large members of the Executive Committee in November 2012, date to be determined.  All members whose memberships are current as of 30 days prior to this September 18^th meeting may be elected to the Nominating Committee.

On October 16, 2012 at the general membership meeting, there will be a report of the Nominating Committee, receipt of Nominations by Petition and the election of the Election Supervisory Committee.  All members whose memberships were current as of April 1, 2012 may be nominated for office or as an at-large Executive Committee member.

Affordable Health Care Forum                                 Saturday, Sept. 22 & Sept. 29^thfrom 10:00 am – 11:30 Noon

The Branch Health Committee in partnership with the Concerned Clergy Health Task Force will present education about how the Affordable Health Care Act will benefit those it was designed to help.  Qualified professionals will provide real answers to your health and wellness questions.  The Sept. 22^nd forum will take place at the Bruce R. Where should housing money be spent in Jefferson City? Speak up Thursday

PUBLIC NOTICE

The City of Jefferson will hold a public hearing on Thursday, September 18, 2012 at 4:30-5:30 p.m. in the City Hall Council Chambers, 320 E. McCarty Street, to receive public input about the expenditure of 2013 Community Development Block Grant (CDBG)Funds through U.S. Department of Housing and Urban Development (HUD). 

General categories proposed for funding are:  Owner-Occupied Assistance Programs, Old Town Neighborhood Revitalization, Old Town Public Improvements.  An estimated $227,982.00 in HUD grant funds will be received for 2013. Following the hearing, additional comments will be received until October 18, 2012.  A draft plan will be available for review and comment until October 26, 2012.  A final plan will be available for review and comment until November 2, 2012.
